Where exactly was it announced that this was coming?
Several methods are being tried as to how something like this could look, but just laying a server or worlds together like this is not done just like that.

Unfortunately a balancing update always takes some time, because in an active game every change can have massive effects.
The 1H should feel good, but of course the 2H should also feel good, and neither of them should be overpowered in any way.
Of course, the solution to make the game worlds more interesting again is still on the agenda, but unfortunately nobody can say anything about when something like this will happen.
The project is very big and a lot of factors have to be considered.
